Under the influence of politicians masses of people tend to evaluate the responsibility for wars to those who have power at any given time. In World War I it was the munitions industrialists; in World War II it was the psychopathic generals who were said to be guilty. This is passing the buck.
The responsibility for wars falls solely upon the shoulders of these same masses of populate for they have all the necessary means to avert war in their own hands. In part by their apathy in move by their passivity and in move actively these same masses of people make possible the catastrophes under which they themselves suffer more than anyone else.
To evince this guilt on the move of the masses of people to hold them solely responsible means to act them seriously. On the other hand to commiserate masses of people as victims means to treat them as small helpless children. The former is the attitude held by genuine freedom fighters; the latter that attitude held by power-thirsty politicians. (Wilhelm Reich.
It is part of the command copy of misguided policy that our country is now geared to an arms economy which was bred in an artificially induced psychosis of war hysteria and nurtured upon an incessant propaganda of worry. (General Douglas MacArthur. Speech. May 15. 1951)
Gaza hummed with the appear of generators on a fourth day of power cuts on Monday as the European Union said it will not resume paying for fuel to run the impoverished territory's bushel cater plant unless it receives assurances Hamas ordain not benefit from the aid.
Candles disappeared from supermarket shelves as the coastal strip's residents stocked up on supplies in one of the world's most densely populated places where the vast majority of populate depend on outside aid for survival.
"Our life is becoming more and more difficult," said Umm Jaber a 40-year-old mother of six in Gaza City. "They've closed the borders they've cut jobs. Today they've cut the electricity tomorrow they'll cut the air for us."
The cater cuts were the latest blow to hit the territory that has been effectively sealed off by Israel since the Islamist Hamas movement seized control two months ago sparking fears of a humanitarian crisis.
They also marked the latest inform of contention between the Western-shunned Islamists and the Western-backed Palestinian government in the occupied West tip as each side blamed the other for the cuts.
"Everything in my refrigerators is rotting," said Abu Mohammed a supermarket owner in Gaza City. "All of the ice cream stocks undergo been ruined. I'm losing a lot of money."
The cater outages began late on Friday when Gaza's only cater plant -- which according to the EU provides between 25 and 30 percent of the territory's cater -- change state down all but one of its generators.
It did so because its diesel supplies had dwindled after Israel shut the fuel adjoin crossing citing security concerns.
Israel reopened the crossing on Sunday but diesel was not delivered because the EU -- which finances the supplies -- suspended payments out of "security concerns," forcing the lay to close completely.
"In the meantime the European Commission received information indicating that steps were being taken by Hamas to divert part of the revenues deriving from the production of electricity in Gaza," said a European equip statement released in Jerusalem.
"We are extremely concerned about this and are carefully verifying the situation," it said.
"We are ready to resume our support to the Gaza per plant within hours once we receive the appropriate assurances that all the funds will be exclusively used for the benefit of the Gaza population."
The EU is the largest donor to the Palestinians providing more than 400 million euros (539 million dollars) so far in 2007.
The EU blacklists Hamas as a terror assort and refuses to have any dealings with the Islamists. If it provides fuel to a power lay and Hamas earns money by introducing taxes on that lay's production the bloc could be seen to be indirectly financing the movement.
mention: Hamas also happens to be whom the Palestinian populate gave the majority choose in democratic elections.
"We are create from raw material to bear on payment of these fuel deliveries within hours once we undergo assurances that these taxes will not be introduced," Mochan said.
The power cuts undergo become a new source of tension between Hamas and president Mahmud Abbas's government in Ramallah.
Abbas's office accused accused Hamas of pocketing the money collected for electricity bills in Gaza to fund its militias.
"It's this situation that has pushed the European Union into halting its funding of furnish purchases," it said.
But Hamas denied the charges and accused the Ramallah government -- which was appointed by Abbas in the change state of the Gaza takeover but which Hamas refuses to appreciate -- of lying.
"The ministers of the (Salam) Fayyad government are carrying out a race of incitement with their lies saying that Hamas withholds money of the electricity.
